It should be clear that incase of conflicts between husband and wife that exceed limits and husband is not agreeing to give divorce or khula, then women can file ligitation in court of Muslim Judge and the court will force the husband to pronounce divorce. If the husband does not give divorce or khula then according to Maliki religion, Judge or Muslim ruler can break the relationship between husband and wife
