Kissing one’s wife while fasting is allowed as long as there is no risk of losing control of oneself and involuntarily ejaculating or engaging in sexual intercourse.
If there is a risk of ejaculating involuntarily or engaging in sexual intercourse, then kissing one’s wife while fasting is makrooh.
