Donating blood while fasting does not break the fast. However, if there is a risk of weakness after donating blood, such that the person may not be able to complete their fast, then it is makrooh to donate blood. On the other hand, if there is no risk of weakness or any other shariah excuse, then donating blood is not makrooh.
