Both on regular days and in the Holy of month of Ramadan, the time for suhoor ends as soon as subah sadiq (the break of dawn) occurs and it is totally independent of the fajr azan. In essence, there is no difference in the time for suhoor between Ramadan and regular days.
Therefore, anyone who intends to fast should finish their suhoor before subah sadiq and not wait for the fajr azan to be called.
