It should be noted that reciting the Noble Qur'an from a physical Muṣḥaf is more virtuous and rewarding than reciting it from a mobile application.
Nevertheless, it is permissible
to recite the Qur'an from a Qur'an application, provided that one observes the proper etiquette (ādāb) of reciting the Qur'an.
Similarly, although it is more virtuous to be in a state of wuḍūʼ while reciting and touching the screen of mobile device displaying the Qur'an, it is permissible to recite and touch it without wuḍūʼ, because the text displayed on the screen does not carry the same legal rulings as the physical Muṣḥaf.

المحدث لا يمس المصحف ولا الدرهم الذي كتب عليه القرآن، لقوله تعالى: {لا يمسه إلا المطهرون} (الواقعة: ٧٩) ، ولا بأس بأن يقرأ القرآن، لما روي عن بعض الصحابة أن رسول الله عليه السلام: كان لا يحجزُهُ شيء عن قراءة القرآن إلا الجنابة.
