It should be understood that Zulqarnain (ذوالقرنین) was the name of a righteous and pious Muslim whose mention appears in Surah Al-Kahf. The name Zulqarnain does not simply mean "one with two horns"; rather, the commentators of the Quran have given it several meanings, such as "one who traveled to the east and the west" and "one with two locks of hair", among others. There is also a possibility that this title was given to him on account of his bravery.
Therefore, naming a child Zulqarnain is permissible.
