Pension is a provision provided by a specific institution. It belongs to whoever is named by that institution as the recipient, and thus inheritance rules do not apply to it.
If, for instance, the deceased person's wife is named as the recipient by the institution, she is the only one entitled to it. The other heirs will not have a share in it.
