It is important to note that leaving the mosque for any reason other than a valid Shariah excuse is not permissible.
Since washing hands with soap, using toothpaste, and using miswak are not considered Shariah excuses, if a person observing I'tikaaf leaves the mosque for these activities, their I'tikaaf will become invalid, and performing qaza will become obligatory.
However, if the person goes to the wudu area to perform wudu for prayer, it is permissible for them to also wash their hands with soap, brush their teeth, use miswak etc., as long as they do not exceed the time normally required for wudu.

حَدَّثَنَا وَهْبُ بْنُ بَقِيَّةَ، أَخْبَرَنَا خَالِدٌ، عَنْ عَبْدِ الرَّحْمَنِ يَعْنِي ابْنَ إِسْحَاقَ عَنِ الزُّهْرِيِّ، عَنْ عُرْوَةَ، عَنْ عَائِشَةَ أَنَّهَا قَالَتِ: السُّنَّةُ عَلَى الْمُعْتَكِفِ أَلَّا يَعُودَ مَرِيضًا، وَ لَايَشْهَدَ جِنَازَةً، وَ لَايَمَسَّ امْرَأَةً وَ لَايُبَاشِرَهَا، وَ لَايَخْرُجَ لِحَاجَةٍ إِلَّا لِمَا لَا بُدَّ مِنْهُ، وَلَا اعْتِكَافَ إِلَّا بِصَوْمٍ، وَلَا اعْتِكَافَ إِلَّا فِي مَسْجِدٍ جَامِعٍ".

اتفق الفقهاء على أنه يلزم المعتكف في الاعتكاف الواجب البقاء في المسجد، لتحقيق ركن الاعتكاف وهو المكث والملازمة والحبس، ولا يخرج إلا لعذر شرعي أو ضرورة أو حاجة.

ولا بأس أن يأكل المعتكف في المسجد، ويضع سفرة كيلا يلوث المسجد، ويغسل يده في الطست، ولا يجوز أن يخرج لغسل يده؛ لأن من ذلك بدا.
