Salat-ul-Tasbih is a Nafil prayer, and there is no specific time prescribed for it. It can be prayed at any time of the day or night, except during the makrooh times. Therefore, it is permissible to pray Salat-ul-Tasbih before or after Tahajjud prayer.
However, it is important to make sure that Salat-ul-Tasbih is completed before the time of Fajr. This is because it is makrooh to pray any Nafil prayer after Subah sadiq until sunrise.

وأما الأوقات التي يكره فيها التطوع لمعنى في غير الوقت فمنها: ما بعد طلوع الفجر إلى صلاة الفجر، وما بعد صلاة الفجر إلى طلوع الشمس.

(قوله وأربع صلاة التسبيح إلخ) يفعلها في كل وقت لا كراهة فيه، أو في كل يوم أو ليلة مرة، وإلا ففي كل أسبوع أو جمعة أو شهر أو العمر۔
