Topic: Wearing Stitched Clothing for Men and Niqab for Women After Umrah in Hajj al-Tamattu

Q We are currently in Saudi Arabia for Hajj. My wife normally wears niqab, but she had to remove it for Umrah. We are performing Hajj al-Tamattu. She is now concerned about whether she can put her niqab back on, or whether she must wait until Hajj is fully complete.

aIn Hajj al-Tamattu, once a man has completed the acts of Umrah and had his head shaved or hair shortened (halq or qasr), the restrictions of Ihraam are lifted. He may then wear stitched clothing, use fragrance, and benefit from all the things that were previously prohibited during Ihraam.
Similarly, the restriction on a woman covering her face is also lifted at this point.
However, when Ihraam is put on again for Hajj and talbiyah is recited, all the restrictions return. A man may no longer wear stitched clothing or apply fragrance, and a woman may no longer wear niqab over her face.
As for how a woman should observe pardah of the face while in the state of Ihraam, please refer to the following fatwa for details:

"باب التمتع (هو) لغةً من المتاع والمتعة، وشرعاً: (أن يفعل العمرة أو أكثر أشواطها في أشهر الحج)، فلو طاف الأقل في رمضان مثلاً ثم طاف الباقي في شوال، ثم حج من عامه كان متمتعاً، فتح، قال المصنف: فلتغير النسخ إلى هذا التعريف (ويطوف ويسعى) كما مر (ويحلق أو يقصر) إن شاء (ويقطع التلبية في أول طوافه) للعمرة وأقام بمكة حلالاً (ثم يحرم للحج)
